Agencies do not need to solve every modernization problem before adopting modular capabilities. They do need to know whether their governance, data, procurement, integration, and operating model are ready for incremental adoption.

AI can help unemployment insurance adjudication when it supports staff judgment, organizes evidence, improves consistency, and preserves auditability. It should not become an unreviewed substitute for accountable determinations.

An open, modular UI platform is not just a collection of APIs. It is a governed operating model that lets agencies adopt interoperable capabilities from multiple sources without losing control of policy, data, or operations.
