Solid State Operations is pleased to introduce its new Chief Partner Success Officer, Tobi Cates. With a comprehensive background on both the state and agency side, she brings a long string of successful project completions that will serve her in good stead in refining the Solid State customer experience.

Before joining Solid State, Cates worked for Maximus as a senior manager in program modernization consultation, where she secured a $1.2 million consulting contract with the state of Delaware to modernize its pandemic unemployment insurance systems. As administrator for the Division of Workforce Programs for the Wyoming Department of Workforce Services, she pioneered a $70 million project to modernize unemployment insurance technology — on time and under budget. In addition, she acted as executive director for the Wyoming Congressional Award Council, navigating a time of organizational transition. She has also served in several state council positions.

“I see my new role at Solid State as being the logical next step and the culmination of my previous positions,” Cates said. “I look forward to bringing my state agency and vendor experience together, creating this new position with the goal of not just satisfying but delighting present and future Solid State customers nationwide.”

As Chief Partner Success Officer, Cates will be responsible for establishing long-term, mutually beneficial horizontal and vertical business partnerships and relationships to deliver world-class experiences to Solid State clients. She will also support the Solid State project management office in planning and organizing projects and resources, identifying the best lifecycle to be used, applying user-centered design, building project teams, and efficiently guiding projects through all phases to successful completion. In this newly created executive-level position, demonstrating the importance Solid State places on the customer experience, she will report to CEO Gregg Tahmisian.

When Cates is not working to improve the Solid State customer experience, she enjoys exploring other cultures through cooking and she runs a household that could field a sports team in almost any pick-up game. She also serves on the board of the Array Foundation, a Cheyenne, Wyoming-based nonprofit organization specializing in the promotion of computer science, web and app engineering, and other technologies to make learning them more accessible to everyone in Wyoming of all ages and demographics via social entrepreneurship.

Solid State Operations is delighted to welcome Tobi Cates to the team and is dedicated to delivering cutting-edge solutions and premier services to state and federal government agencies.
